Descartes Shaman

One of the true Innovators who were discovered after the battle with the Innovedo who had called themselves Innovators ended. Veda too recognizes those abilities. He's a captain attached to the Earth Federation Military, but he's being used as a guinea pig for the military in order to search for more people with these abilities, and the person in question seems discontent.
