Dokusaburou Oniyama

The head of the police department's anti-phantom thief department. He goes after Joker and tries his hardest to capture him, however, his attempts always backfire on him. Though unconfirmed, it is hinted throughout much of the series that Oniyama has a soft spot for Joker and would not truly wish for him to be in harm's way.
