Kengyou Shizuhata

He is the leader of Toudouza, a guild for blind men. He has strong ties to the Tokugawa Shogunate. He allies himself with Irako Seigen in order to help him get revenge on Kogan and his students. The reason he went blind was because his parents abandoned him leading to crows poking out his eyes.
