His ministry despise Livinus because of his mother who happens to be the former king's concubine and whose race is of ethnic minority so for Livinus to be the king is an act of desecrating the throne. It is hinted that he has had a lot of princesses killed during the rite of Illumination so to keep Livinus from having a wife and a possible heir to the throne.
