Seto

He is Pia's older brother, they are orphans who both live in some remote place outside the city. In order to survive he and his sister resort to stealing. They both rescued Aruka after they found her unconscious while floating on the nearby riverbank where they nursed her back to health. He was later on killed by the Sedel Contingent after he robbed their transport and killed one of their own in which he got tracked down, where he has to give his life in order to protect his sister and Aruka.
