Sheila

Sheila is a witch and a member of the United Magic Association. She is often out on missions to investigate various concerns related to magic and witches, and later takes on Saya as an apprentice. She is always seen smoking a pipe, and has modified her broomstick to include a seat that allows her to lie down while flying.
