Tatsumi

Leader of a group of bandits who know how to manipulate fire. He and his gang take advantage of the Empire's narrative that the Ninku are war criminals to commit their crimes and be feared. Tatsumi frequently raids villages to steal money, food, and even kidnaps young girls to sell them as slaves. He claims to have been a former member of the 5th Ninku corps, where everyone there learned to manipulate fire from their captain.
