Speeding straight toward the Public Safety Bureau, a rogue vehicle collides into the building, its driver being a frightened woman with abnormally high Crime Coefficient asking for help. As she can utter only a few words, Inspectors fail to gain a clear insight into the reason behind her plea. That is, aside from her identity: Izumi Yasaka, a psychologist from the Isolation Facility for Latent Criminals in Aomori Prefecture—known as the "Sanctuary."

Inspector Mika Shimotsuki, along with Enforcers Nobuchika Ginoza and Yayoi Kunizuka, is tasked with transferring Yasaka back to the rehabilitation center and performing a security check while on its grounds. But as the employees get in the way of the investigation and with Kunizuka temporarily detained, it does not take long for the detectives to realize that the Sanctuary is far from the paradise that it claims to be.
